Custom Item Lore via Point Spending

A command to inscribe lore for an item you own by spending your points. I know many people might not consider this vanilla enough, but i think since it provides no advantage and purely cosmetics, i personally dont find it any different than buying heads. To make sure these items stay rare and "legendary", i think the point cost should be expensive.
